Can someone explain what "ekparolu" is and what all of this stuff about "onlklo" , "onklino" ,"nevo" , and "nevino" has to to with it? I understand It's a tutoring service but nothing more.

Ekparolu is a webchat service with expert Esperantists. It is open for anyone who has completed the Lernu or Duolingo course.That is the one who has atleast A2 level in Esperanto

Onklo and Onklino are your expert mentor - he or she can provide you upto 10 free one-to-one lessons on web chatting platforms like Skype. You can develop your intermediate Esperanto sklls with him / her.
