I have heard a rumour that there at least has been a mobile phone app for Android, but as far as I know there is no official app for any device, so browser only. Furthermore some have reported issues when using a browser on a touch-screen device, so your safest bet is a browser on an ordinary computer.
The course La teorio Nakamura here in Lernu is a good place to start. Every lesson in the course is a mix of a reading or listening exercise, grammar and exercises. The course is built so that it step-by-step progresses from very basic things to harder ones. I strongly recommend taking this course first.
Another very popular tool for learning Esperanto is Duolingo, which is a general language teaching site and app. You can learn Esperanto through English, Spanish or Portugese – the French course is in beta. If you go for Duolingo, take the course first with a browser, because it has grammar lessons. Only after having gone through all subjects once with a browser, can you switch over to a mobile phone app. Besides missing the grammar lessons you cannot comment the exercises when using the app.
But at least the English version of the Esperanto course on Duolingo has spellings issues and ,how should I say, cultural issues. The course is made in the USA and unfortunately it shows quite a lot in the course. So I repeat, take the Lernu course first and only after that decide what to use next.

There are both US and Esperanto issues, but mostly of the former. Remember this is a matter of personal preferences and taste, so what irritates me, might not irritate you.
