Possible Iowa logo.....

Does anyone know if it's possible to basically combine a jpg file of an outline of Iowa with a jpg of the Esperanto flag? I want to create an Iowa-shaped E-o flag for a logo for a facebook page.

That’s not very difficult using Inkscape. (Though obviously it wants at least the outline as an svg file, not as a jpg.)
Please tell me in case you need an svg version.
