Is anyone aware of good Esperanto material for Portuguese speakers? Specifically some high quality grammar primer like "Teach Yourself Esperanto" or "Step by Step in Esperanto?"
What about a solid two way dictionary?

I would ask the Brazilian Esperanto League. You might also like to post enquiries in the Esperanto-language and Portuguese-language forums (if you haven't already done so).
