For the idea of 'a donation to a library' the cleasest form is certainly 'donaco al biblioteko'. The 'al' avoids all posssible misunderstanding. This would be my choice.

As already mentioned it's not possible to say 'biblioteko donaco' - you can't just place two o-words one after the other. You could use a hyphen: "biblioteko-donaco", but that's quite a cumbersome word and I think I'd still prefer the form with 'al' in it for the sake of clarity.

Paŭleto, it would be good if you gave the full sentence that you have in mind for 'library donation' - it's much easier to translate with the full context.

biblioteka donaco is clearly a donation, which is destined for a library, unless I'm mistaken what else can biblioteka donaco be? You could of course expand on it:

If it's a donation by a library, or a library donation, I'm guessing it comes down to context. But if if was a donation by a library most people would probabaly say donaco de biblioteko.

The English is ambiguous.

Another possible reading is a donation OF a library - I donate my library [=collection of books] to some organization.

Erin's library donation doubled the size of the XYZ foundation's collection.

(that'd be donaco de biblioteko in Esperanto - in context, because theoretically it could also be a library donating something to someone else)

That's exactly what Hyperboreus said. The ambiguity is why it's always a good idea to give the context for a translation.
