Oh, no, CL. Those kongresanoj miserably failing to achieve a satisfactory international pronunciation, will just be taken out and shot - or at least forced to wear dunces caps for the rest of the Congress.
Seriously though, the President of the British Association of Esperantists (EAB) is a retired phonetics Professor, so yes he could give a talk on those characteristics which most readily identify someone as a speaker of a particular language (or at least as an Englishman or a Frenchman). Not a bad idea.

I think ... but because I am, like you, a komencanto, I don't actually know ... that Anton Oberndorfer speaks perfect, accentless Esperanto.
I've listened to a few and sometimes he almost sounds too perfect - like a computer-generated robotic voice.
(Then again, he's reading an encyclopedia ...)
