For 'transpire' my Oxford Compact Dictionary gives 'to become known' and 'to turn out to be the case'. For the first the obvious choice is sciiĝi - you might also say konstatiĝis. Another nuance would expressed by evidentiĝis, or malkaŝiĝis.

In the case of the philandering general, maybe malkaŝiĝis might be a good choice, since the essence it that it was kept a secret and then came out into the open. Riveliĝis is also a possibility.
