In Esperanto, how do we refer to that phrase, sentence, ASCII picture one sees at the bottom of an email? I don't think 'subskriba frazo' quite captures it.

What's wrong with just "subskribo"? In most cases the context will make it abundantly clear which signature we are talking about - the handwritten one, or it's internet cousin. If you need to be absolutely clear, I'd go for "retletera subskribo". Komputeko also mentions "subskribo-linio", but I'm not so sure about that one.

Just do not use "cifereca subskribo" or "elektronika subskribo", because that is an entirely different thing.

I would have no problem with 'subskribo', providing it is that elastic. After looking up the definition in the online PIV it seems to have a very distinct meaning.
