I meant to respond to this earlier but I dropped the ball and didn't get to it. This is a small digression and if anyone wishes to discuss this further, please open a new thread.

I'm on the site's administration team, and we are very sorry about the waiting period, but we instituted it as a protective measure against spammers and trolls. We had problems with people spamming users or trolling in the forums, getting banned, and opening up a new account right away to carry on with their annoying behaviour. The waiting period interrupts their fun and on our end, makes it a bit less like a game of whack-a-mole; they don't come back as frequently as they used to. We have tried a lot of countermeasures against both populations (spammers and trolls) to try to minimize the inconvenience to serious users, but it's hard to strike the balance between dissuading spammers while not excessively impeding normal use of the site. We're really sorry about the inconvenience it causes to sincere site users. If anyone has a great idea of how to solve this, please do open a new thread, or e-mail us privately (teamo@lernu.net) with your idea. FYI blocking IP addresses doesn't work; a lot of trolls are relatively knowledgeable technically and can get around that easily.

Again, we're sorry for the inconvenience with the waiting period. We instituted it mainly due to trolls but it has helped a lot with reducing the spamming as well.
