i feel as though i have seen an esperanto cyrillic alphabet before, but i cant remember where. is there such thing?

If you want you can type Esperanto in Cyrillic letters automatically using Tajpi, though you'd need to set up a little key combo to use it. The scheme that it uses can be seen here.

If by "official" you mean sanctioned by the Akademio, I'm not sure but I'm inclined to doubt it. You could check on their site.

Esperanto's official script is a modified Latin script, with an "official" set of substitutions to use in case where the modification (the circumflexes) aren't available. Esperanto has no other official script for any other alphabet.
