you might say to him "a dog sees me" when one of the many dogs sees you" (as opposed to the dog sees me).No. More natural to say a dog has seen me or more likely one of the dogs has spotted me.
There is of course a special usage of the present simple in telling a joke or a story. A man goes into a bar.
So perhaps, 'a dog sees me and I start running ..'
