It occurs to me that there is a significant difference between how a child expresses him/herself in his/her mother tongue and how an adult who has already mastered one language is moved to express himself in a second language.
The child is content to use the linguistic resources he has, phrasing his thoughts in terms of what he can say, so within the limits of his language mastery.
The adult learning a second language however is motivated to say things he can't say yet in the second language, so beyond the limits of his (second) language mastery.
This obvious point suggests a plan of action for the isolated Esperantist to improve fluency.
If the isolated Esperantist were to note down some of his thoughts as expressed in his mother tongue and then to seek the translation in Esperanto (Lernu forums can help here if the answer can't be found in the grammar books) he would slowly build up a repertoire of phrase structures and vocabulary in Esperanto which reflect the sort of things he might want to say if actually engaged in a face to face conversation with another Esperantist.
The cat sat on the mat and where is the plume de ma tante are all very well, but far less help than things one is likely to say, like, for example (in my case), do you know of any cheap places to eat?.
The trick here is to think of things that you yourself are likely to want say, by monitoring your usage in your own language, and then build a tailor-made phrase book, personal to you.
