As far as I can tell it means here and there. When I see it used in a sentence it is very hard to grapse what is meant by it.
Here is an example sentence from the Ana Pana course:

Ĉi does not mean here. It is the combination of ĉi and tie that do.
Ĉi by itself doesn't really have a direct English translation. It is more of a functional word, in that it makes whatever it touches still mean whatever it means, except it's closer to you.
Tie by itself means there. Ĉi brings tie closer to you, thus making the combination mean here.
Another few examples:
Tiuj = those (over there)
Ĉi tiuj = these (right here)
Nokte = nightly, at night
Ĉi nokte = tonight
