How do new words get proposed to Esperanto? I searched for the translation of the word "vexillology" and got no results. Surely there must be numerous other uncommon words as well. When Esperanto needs new words, who is in charge of proposing and approving the new words?

They often get made on the spur of the moment, and become accepted (or not) the way any work of art might. For "vexillology", if you didn't have a ready-made term, I would suggest standardologio or even flagologio.
