How to express percent, or %

Hey, folks - I need help understanding an expression in Esperanto: percent. I understand that the -obl affix expresses fractions, but I'm not sure I understand how to use it. I'm also confused by the words PROCENTO and ELCENTO, which are both presented in the Lernu dictionary as "percent."

How do I express this in Esperanto? For example, 20% would be...

Dudek procento?
Dudeka procento?
Dudekoblo?

Hey! I also had this question a while ago.

the answer is, "elcente" - "out-of-hundred-ly". (Apparently they say it the same way in Chinese?)

dudek elcente = twenty percent.

it gets a bit easier to remember if you think that "percent = per cent" = per every cent, out of every cent, as in 100 centimetres in a metre, or 100 cents in a dollar.

I would not say "procento" because "elcente" gets the job done perfectly fine, and "procente" seems to mean "due to 100-ly" if you get what I mean. (Pro = on the grounds of, due to.) unfortunately i've noticed that the online dictionaries tend to have words that really don't need to be in there...

So how I see it, I'm not sure if any of this is wrong:

oblo = a multiple
obligo = a multiplication
malobli = to not be a multiple (I assume it means this anyway)
malobligi = to divide

unu – one
unuo – a one. ex. ”do you have a one?” ”no, go fish.” (we hardly ever use this in english...)
unua – first
unue – firstly, first of all

unuope – “in ones”, individually, one-by-one
unuopa - individual, in a group by oneself
unuopo - an individual, a single (ex duopo = a pair, a duo).

unu elcente = one percent (1/100)
unu elcenta - one percentual
unu elcento - one percentage
unua elcento = a first percentage
unue elcento = firstly, a percentage

unu oblo = one multiple, one x-fold
unu obligo = one multiplication
unuobla = one-fold, single (duobla = dual, double)
unuoble, unu oble = multiplied by one. not sure if this needs to be "oblige"...
unu malobl(ig)e = divided by one

The ono's i'm more shaky on but according to the dictionary it seems to be like this:

unu ono = one fraction (the swedish word for this is "one break-part", if that helps you remember usage...)
unuono = /1 (1 when it is the denominator - broken into pieces that are 1 each when whole)
centono = /100, 100th (broken into pieces that are 100 each)
duono = one half, 1/2 (broken into pieces that are two each)

unu duono. unu duone = 1/2, one two(-pieces-that-are-two-each)
unu kaj duono = 1 1/2
tri kvaronoj, tri kvarone = 3/4, three four(-pieces-that-are-four-each)
tri kaj kvarono = 3 1/4
tri kaj kvaronoj = 3 x/4 (three and unknown-amounts of fourths)

duona horo = half an hour
duone = by halves, in halves, half-wise
duon- = half- (ex. half-drunk)
unu- = mono (monochrome = unukolora)
du- = bi (bicycle = durado, "a two-wheel(er)"

Dudekoblo?
20 % = dudek procentoj or dudek elcentoj. Because 20% equals 20/100 (twenty hunredths) you can also say dudek centonoj.

Dudekoblo would mean "an amount twenty times as big".

Procento is a simple noun. Elcento can be analyzed el+cent plus the noun ending o.
