For "You make me want a sandwich", then "voligi" would have two objects, and one would probably say, "Vi voligas al mi sandviĉon" or "Vi igas min voli sandviĉon".

Pri la dua frazo eblas diri, ke ĝi havas du rektajn objektojn, TAMEN, ne de la sama verbo. La vorto "min" en la frazo "Vi voligas min fari sandviĉon" estas kaj rekta objekto (de la verbo "voligi" ), kaj subjekto (kiu povas eventuale fari la sandviĉon).
Alivorte, la dua frazo estas kvazaŭ ĉena frazo, en kiu la vorto "min" estas tiu ĉena elemento.

The meaning of 'make someone do something' can be purely causative, or relate to obligation, or to the use of force.
A good translation of 2. above would be Ŝi devigis nin promesi, ke ..
I am not sure as to the circumstances in which it would be natural to say You make me think that it will rain.
However a translation could be Vi kredigas al mi/pensigas min, ke pluvos, or Vi igas min pensi, ke pluvos. I think I prefer the latter. But as a translation of You made me think it was going to to rain', I might prefer Vi kredigis or pensigis
What about "You cause me to want to make a sandwich."Again, this doesn't seem a very natural thing to say.
But as a translation: Vi igas min deziri fari sandviĉon. I couldn't find any hits for voligi in the Tekstaro and only one for dezirigi
