Is anyone willing to help me learn esperanto by practicing on Google hangouts. This July will be my one year anniversary trying to learn Esperanto and I keep getting stuck at a pretty basic level simply because I don't have anyone to talk to ( I think at least). It would really help me a lot.

I see you've found the hangouts group, Praktiku Esperanton. Perhaps a good place to chat (in text) would be the IRC channel on Freenode. On the Praktiku Esperanton main page on the "About this community" tile there is a link for "Babilu per IRC" that will take you to a web portal. Choose a nickname and click "Start" and you'll be connected to the ##esperanto channel. If you don't know, IRC is like an early form of instant messaging. FYI, a lot of people stay logged in but might not be paying attention to answer posts right away (but someone will usually chime in after a bit).
Other places to look might be the instant messenger here at Lernu, but sometimes it's more active than others. Also, I highly recommend browsing through the Vidpunktoj (Viewpoints) forum here at Lernu, and do your best to participate. When you encounter difficulties post them here to get help. In your current state (I'm going off of a few sentences in your hangouts post) I think it would help you a lot to read other peoples' posts and/or other Esperanto material. I am a big fan of Vere aux Fantazie here at Lernu (Library->Stories->Vere aux Fantazie) for exposing you to Esperanto use and word construction. As logical/easy as Esperanto is, there are still a few key phrases or ways of doing things that you just have to learn by example.
