I have been seeing this a lot:

Ju pli ...., des pli....

What does this construction mean?

Example:
Ju pli malbone staras la homoj, des pli da musoj.

I've also seen "Des pli bone." all on its own, which is the response "So much the better."
I'm not sure when else you might use just a "des..." construction like that.
