In other European languages, "hour" does not have to literally mean 60 minutes - in Russian you have son chas, or sleep-hour, but this just means nap time. I guess it's a mildly idiomatic construction. And don't you have this in English? "Happy Hour" doesn't have to last one hour, does it? (Or maybe it does, I have no idea)
