The idea is that you help people learn your native language by correcting their journal entries. In return they correct your journal entries, which you write in a language that you want to learn.
If you want to help people learn Esperanto or you want to practice then this seems to be a great website.

I suspect the name has to do with the symbolic meanings of 8 in Japan and China (where the site originates)
八=8. It starts narrow at the top but gets wider gradually. It has a symbolic meaning of growing prosperous
囍= double happiness. Double happiness is lucky sign which is composed of two 喜 (happy) which looks like the arabic numeral 8. Sometimes you also see 88 because of this.
No proof, but that would be my best guess.

Hachiko was actually a real dog, there's a statue of him in Shibuya at one of the exits, and there's paw prints where he used to wait
