Well, Wiktionary seems to claim that in other languages "esperanto" tends to mean the language of Dr. Esperanto, so yes, they are.

Are there particularly large Esperanto communities in Buenos Aires and Stockholm? If you search "Esperanto" in Google Trends (trends.google.com), those two cities have a particularly high search rate, and related searches are for an Esperanto restaurant in each city. So I think at least some of those are referring to restaurants named Esperanto (which may, I suppose, be named after the language). There is also an Esperanto hotel in the German city Fulda.
