Esperanto had no fixed rules for commas or nearly any punctuation. People tend to do what they do in their native languages.

Because comma are not hearable in spoken use comma doesn't matter that much.

People tend to do what they do in their native languages.That being said, using the German rules for commas (i.e. putting a comma before "ke", and the "ki-" correlatives) is certainly not a negligible trend, even in non German speakers. So much so that I picked it up myself through mere exposure, way before starting to study German.
