You should be able to find some people to practice on Skype. You could also post in the Esperanto forums (in Esperanto) to ask who might want to Skype with you.

I also recommend contacting your national Esperanto association to see if they can help you meet anyone in New Delhi (http://barato.50webs.org/).

Also try using the lernu user search. Search for an activity of at least "low" (not "zero" ), who has indicated that that they live in "delhi" or "delhio" (search those two separately), in the city field. Sometimes you will be surprised at who you will find!
