Good question. How about the one that you personally like the most.
For myself, I feel no need of an answer. Since you have raised the question, it is up to you to define the purpose for which you wish to decide on the best resource.
Oh!? The best resource for reading or speaking or writing or listening... took separately?.. That's rather sub questions brought about I would think...
Or community or activities. It was really broad. It didn't even specify learning resources, it could also refer to resources for people who already speak the language and want to do fun things with it.

Well, there's this fellow Zamenhof.

But he's dead, so I guess you're stuck with DuoLingo.
