It can't be from the use of alta, because the alternatives given are altmaro and malaltmaro.
Now, altmaro and malaltmaro suffer from one major flaw...no mention of tides. If you ignore storms, then it works fine. But, since a major storm severely influences the water level at a given location, the water level at a high tide in nice weather will be lower than the water level of a low tide during a storm...which means that the time that the sea is highest— what should be called la altmaro—occurs during low tide—la malalta tajdo.

00100100:On Reta Vortaro, there is a note for malalta tajdo saying"Tajdo" (cetere ne oficiala vorto) estas - lau PIV - "alterna kaj perioda movo de la mara akvo". "Malalta tajdo" do signifas: "alterna kaj perioda movo malalta de la mara akvo" - iel strange, chu ne? Efektive estas tio, kion oni celas per "malalta tajdo", "tajda minimumo" au "reflu-cheso". Btw: English is just Esperanto with lots of not approved new forms
