How does one say these measurements?

I am having a bit of trouble expressing These kinds if measurements. The measurements go by the form of "This thing is X by Y meters.". By checking example sentences, I assume that the form In Esperanto would go by "Tiu umo mezuras X je Y metrojn" But how would i express a fraction this way? "Tiu umo mezuras X metrojn kaj -onan je Y metrojn kaj -onan"? To me, this doesn't sound quite right. I would really appreciate any help with this, as this has been confusing me over the last few days.

Ĝi longas unu metron kaj duonon, larĝas 30,5 centimetrojn (larĝas tridek komo kvin centimetrojn).

[The Esperanto convention is x,y for x point y (i.e. follows usage on the European continent)]

But - tial du metroj kostas kvar kaj duonon frankojn (aŭ da frankoj) - from the Ekzercaro

However neither putting the units after the half or using da in front of the units seems to be the preferred current formula judging by a quick search of the Tekstaro, and X units kaj duonon seems more popular.

So Tiu umo mezuras X metrojn kaj Z-onon je Y metroj kaj Z-ono
