I don't know, although I doubt that there is/are any translation(s) of PMEG into national / ethnic languages. I myself see no need for them. My native language is English, and historically there have been many grammar books about English, themselves written in English itself. The same for French and I am sure for many, many other major languages with literate readers. Yes, there are some grammar books about Language X written in Language Y, but not always. I myself refer to PMEG only occasionally for fine points, but I can already read enough of Esperanto that (using a dictionary if need be) I can consult the work without difficulty. To the best of my understanding, PMEG is a more advanced reference work suitable for those who already have a minimally working knowledge of the language.

It would be rather difficult to explain the Esperanto grammar features by anything else than Esperanto itself due to its special structure. In PMEG Bertilo uses special terms for the elements of the language, just to be clear. For instance, in Esperanto there is no such thing as substantive, adjective or verb as in terms of other languages. A substantive is a compound of root and o-ending. An adjective is formed by adding a-ending to the root. The same is with verbs. So what we get here is substantival, adjectival or verbal flavor of a root, not separate speech elements. It is a huge benefit. You don't have to memorize all those: city-urban, moon-lunar, see-marine, country-rural...

IMO it would take much less work to learn enough Esperanto to be able to read and use it directly.
