2 Do I need to write a dash (—)on the top of "J" and "Ĵ"?How to write they in the right way?
3 Someone books said that "R" can speak like "R" in French. Can it speak like "RR" in Spanish?
4 Are "K P T ” speak like "K P T" in English or like "G B D"?

2. Roch has already answered that.
3. I am not sure what the spanish 'RR' is, but what I have been told is that R should be rolled or trilled. A lot of English people cannot do that (including me) and you can usually be understood if you don't roll your Rs. Any R sound from any European language should be OK.
4. In English K is like the CK in lock, or the C in cat. Not like a G. P is like an an English P (Paul, Peter, Post, Pepper). Not like a B. T is like the English T (Telephone, Technology). Not like a D.
If you are not sure about the pronounciation the best approach is probably to listen to someone speaking Esperanto. You could try the course here on LERNU.NET, or search on youtube (Evildea has a lot of videos).

Salvador_Yu:2 Do I need to write a dash (—)on the top of "J" and "Ĵ"?How to write they in the right way?I suppose you are talking about hand-writing, as in your other message you explicitly asked about 手寫:
Hand-writing depends a lot on the writer and which kind of penmanship they were taught at school. English penmanship is quite different from German or Spanish. However I dare say that minuscule j never has a dash on top, while majuscule J may or may not have one, depending on what the writer deems to be more agreeable to the eye.
I would write them like this (however my penmanship is horrible):
