Delusional really. India ought to be much higher for a start. The command of English in India (among those who speak it) is far more nuanced and superior to the imitated 'film and TV English' spoken around Europe by the youth. The same can be said for ex colonies in Africa, like Kenya or Ghana where the history of English usage runs deeper.

The alleged English competence of the Netherlands is particularly overblown. It has reached a high pitch of self-delusion whereby one set of incompetent speakers is guided by another set of incompetents and everyone pats themselves on the back with regard to their accomplished fluency. Added to this is the arrogance of the authorities in supposing that it warrants a portion of Dutch higher education being taught in English. I used to sit in the library and hear students puzzling out words and meanings and misinforming one another. It's laughable, but problematic. I suppose the idea is that it gives everyone some sort of springboard into 'world English', but what it really does is give native English speakers even more of the whip-hand.

Great for me and other native English-speakers, not so great for everyone else.

Oh Vincas is remaking the european union without England... then why not have english as a neutral language* for a while and if it doesn't work (as expected??? rido.gif) then that could be an open door for esperanto!

*There it would be a done step, because so far the languages at the EU had to be official in at least one of the adherent countries!
