I think the problem has to do which number words (nombrovortoj) are written together and which not. According to the Plena Manlibro de Esperanta Gramatiko (PMEG) tens and hundreds are written together, the rest are not.

Thus

1113 = mil cent dek tri
1312 = mil tricent dek du
2506 = du mil kvincent ses
1609 = mil sescent naŭ
3417 = tri mil kvarcent dek sep
2813 = du mil okcent dek tri

You may ask why they are written that way, at least I have asked myself. I think the answer is, that Z was not a mathematician but an eye-doctor
