Kiom ofte? - if the answer is a number
Kiel ofte! - if the answer has no number or it is not a question at all.
Dufoje ĉiusemajne - ĉiu- is used as prefix
Dufoje en (la) (pasinta) semajno - if you need an article or an adjective for the period.

For multiples Esperanto has the suffix -obl – duoble (twice), trioble (thrice), kvaroble (four times) ktp. – but these are for some reason used only for quantities (like in a recipe). For time you use the word fojo, which I think translates to "times": unufoje (one time), dufoje (two times)…

Po is perhaps one of the hardest prepositions in Esperanto for many. It is used to show much each gets, when something is divided. I've heard, that for English-speakers it helps to translate it to "apiece", but in any case do not translate it to "each", because then you put it before a wrong word.
La intervjuoj prenis po du personoj en ĉiuj ĉambroj. (the interviewers took two persons into each room)

A long time ago all trade was done by exchanging goods. I give you 20 fish for an axe you forge for me. Or I give you two sheeps for a sledge. The problem with this exchange system is, that every good must be rated against every other good (how many fish you want for the sledge?). To make trading easier one invented money, a common measure against which all goods are rated. Say 20 fish are worth 30 coins, so is your axe, but two sheeps are worth 40 coins as is your sledge. Now it's simpler to calculate how many fish are required for the sledge.
However this is essentially still a system of exchange. My bet is on the fact, that the German language has retained this original idea and uses the preposition gegen (against). From it Zamenhoff took kontraŭ.
Per denotes a method, a way. For instance mi pagas per kreditkarto.
