Is there a preposition or particle that can be used to indicate the vocative case in Esperanto?

There is no vocative case in Esperanto. For syntactic vocatives, you may choose to add an interjection. However, this is optional.

Ho, Petro, venu ĉi tien! = Petro, venu ĉi tien!
