The book "Nia fundamento sub lupeo" by G F Makkink also discusses the issue of letter names, including drawbacks with other proposals (Waringhien, Monato, etc), and it proposes yet another form with words easily recognized by Esperantists who know Esperanto culture (e.g. "Akademio", "Bonan tagon", etc).

The NATO system evolved over time, and its words are short and simple. It might be good to devise an Esperanto one based on it. Here is one attempt:

Alphabet:

Alfo Bravo Cepo Ĉaro Delto Eĥo Foko
Golfo Ĝojo Hotelo Ĥano Indio Julio Ĵokeo
Kilo Limo Miko Nova Oro Papo Romo
Serio Ŝako Tango Unio Ŭesto Viskio Zumo

Non-Esperanto letters:
Q = Kubo, X - Ikso Y = Ipsilono

Numbers: just say them in E-o.

I like the akvo-baldaŭ system best, mostly because they're all very short.
