I just sent another request to the site. I've been voting on translations for a couple of months now but still can't add them. Maybe I'll get that superpower this time.

According to some posts on the bona livemocha list, one needs not only the obvious qualifications, but also some level of Mochapoints and/or Teacher Score. But nobody's quite sure how much.
