In Windows: Start -> All Programs -> Accessories-> System Tools and click on Charater Map.

I found an easy way for typing the special characters here (It's free) http://www.randomly.com/esptype/index-en.html
You just type an x after the letter and it automatically converts it to the character.
It's supposed to work in everything (even filenames) tho I've only used it in notepad and AngelWriter, so I don't know how well it works in other applications.

G-circumflex: Ĝ = option+6 shift-g
g-circumflex: ĝ = option+6 g

...which makes me belive that there are other suitable extended keyboard layouts as well depending on what your standard layout is.
