patrik:It's maybe for aesthetic reasons. cent certainly looks better than tsent.I actually think this was a large part of it. Many words are preserved visually by opting for ĝ/ĵ or c/s even if their sounds aren't quite the same.

I think it comes from slavic system. The esperanto alphabet is very close to the czech one.
