Have you done a lernu! user search for users from the Philippines? There are quite a few. Look for the ones with at least one "Zam" head highlighted for those that have been active recently. There will be some who registered a long time ago and haven't used the site in ages, but I bet you can - at the very least - find some other beginners. If you click on their username, you can look at their user info, send a message, and find out when they last logged in (to get an idea of how active they are).
