Oddly enough, it's under name order - not capitalisation. That could be why you couldn't find it easily.
4.1.4 Word Order With Personal Names
In Western Europe and America the family name follows the given name: Adelle Hanson is Ms. Hanson. In East Asia the family name comes first: Wang Delu is Mr. Wang. In other regions usage also varies. To simplify identifying the surname, it is common (although not yet universal) to write the surname all in capital letters: WANG Delu, Adelle HANSON, Yoram BILU, HUĜIMOTO Tacuo. I recommend this procedure. (In Japan some Esperantists capitalize the first name but not the given name: Huĝimoto tacuo. This usage is limited, so far as I know, to Japan and Korea.)

ceigered:Talking to darkweasel and qwertz, there seem to be some differences in the way we perceive the use of capitalisation for titles. This makes me wonder what Esperanto style should be in this matter. For example, would one title an announcement thread as "ESPERANTO FINVENKAS" or would international opinion dictate that "Esperanto finvenkas / Esperanto Finvenkas" is more suitable?
To me this is more of a style guide issue than a language issue. Even in English you'll find different preferences depending on what style guide the author is following. For instance, at my university the rule is minimal capitalisation for book and article titles, maximal capitalisation for periodical titles and organisations. Other style guides may have different recommendations.

Personally I prefer minimal capitalisation for thread titles because I think of them as the equivalent of article titles. I wouldn't throw a hissy fit over maximal capitalisation, though, because it's just personal preference. I feel all-caps would be excessive, but that's just my personal opinion. I wouldn't refuse to read a thread if the title was in all-caps.
