I could help her too by Skype The younger you are the faster you learn a language if you are sorrounded by it. She is 14, isn't she, then I think she should learn quite fast English, and if she practices it a lot, which I'm sure she will at least when writing, that will help her not to forget the language.

Is this English really that important as to send a child to the unknown... I don't think so. Let her learn just basic English, that should be enough. Anyway she is too old to be taught by Yoda!
