Because this has in my opinion a very different meaning.
Your sentence says that success is never as it seems.
Mine says that sometimes success is not what it seems.
If you did mean "success is never as it seems" I'd recommend using that construction instead.
As for translation... My stab would be...
Your sentence: sukceso neniam estas kiel gxi sxajnas
Mine: sukceso ne estas cxiam kiel gxi sxajnas
But I feel a bit doubtful about it...

(never good)
is different than
"Success is not always what it seems (to be)."
(sometimes good)
