I am having a little trouble translating the following sentence.
In other words, timeliness in the Treasury’s debt operations requires consistency with both the Treasury’s management of its own spending/revenue time sequences and the time sequences related to the Fed’s management of its interest rate target.It seems to me that the sentence must be completely rephrased in order to get the correct meaning of the text.
What do you ladies & gentlemen think would be the optimal solution in this case?
Any suggestions would be much appreciated.

The sentence structure is:
Alivorte, X postulas konformon kun kaj A kaj B.
Are the Treasury's debt operations, just the issuing of new government stock (Treasury bills/government bonds in American)?
Then the first part of the sentence can be:
Alivorte, ĝustatempa surmerkatigo de novaj obligacioj far la Usona Trezorejo devas akordiĝi kun ....
If the debt operations are something more general then:
Alivorte, ĝustatempaj iniciativoj en la obligacia merkato far la Usona Trezorejo postulas .....

Ŝuldo seems to vague here.
Konsekvenco in Esperanto means a consequence and consequentiality (consistency) so perhaps not the best choice.
I'm not sure about bezonas. People bezonas, but perhaps circumstances postulas or necesigas.
