A test can be standardised so that the raw score population mean is always given a value of 100, and also the raw scores can be assigned percentile levels.

But that doesn't mean you can't compare raw scores from one epoch with those from another and see a change - obviously!

The idea of a quotient actually only makes senses in terms of children's scores - ie this score is what I expect from an average 13 year old, but the child is ten years old, so his IQ is 13/10 x 100 ie 130.0.
