If you are worried about consistency, then how would you go about "holding" a flapped R for the length of two R's?

I am not totally sure how you would go about flapping exactly twice for rr (and having it not turn into a trill), unless you made quite a large pause in the middle of a word (inter..reto), so that it sounded like two words. Since multiple flaps in a row naturally tend to turn into a trill, how can you be totally sure that my rr in "irreveno" *doesn't* contain exactly two flaps? Are you counting the number of flaps in someone's trill as they talk?

Esperanto isn't phonetically rigid. It's considered to be ok that in certain situations, the ng combination has a tendency to turn into ŋ (or perhaps more accurately, ŋg) rather than maintaining a phonetically strict ng. Under the same principle, I find it hard to justify getting upset over a flap turning into a trill.

You can't go through life getting upset over Esperanto phonetics. It isn't a language with a country and a large population of native speakers who speak in a fixed way. You'll find yourself perpetually in a dither, with all of the various accents going around.
