But in general if someone maintains that they learnt to speak X (some foreign language) in 3 months, then the appropriate response is 'I don't believe you'.
There is an old joke:
A foreign worker had learnt how to order 'fish and chips' in the works canteen. But growing tired of a certain monotony in his diet, he consulted a dictionary and boldly, one day, asked for steak and kidney pudding.
The response came 'I'm afraid carrots is off today, love. Ok, if I give you cauliflower with that instead'
The man shifted uneasily from one foot to another in hesitant incomprehension and finally replied 'Er, fish and chips, please.'

Sorry I asked about the certificate; I didn't do that in the parallel Esperanto thread.
So far I have a couple of applicants who I'll talk with via email, so I may not need to continue investigations in other places.

Sudanglo was pretty explicit that the likelihood of finding a translator for a book on what is essentially a learning site for the same language was pretty slim.
