Question about online version of PIV

It's wonderful to see that the PIV is available online, but I'm curious if someone involved in the project could answer two questions:
1) Why do you have to register/login to use it?
2) Why is a downloadable version (plain text or otherwise) not available?
It seems to me that this limits the usefulness of this very important resource (e.g. the ability to develop a standalone version that could run on an iPad or Android device, etc.). It was precisely for this reason that ESPDIC is available as a download instead of placing it behind a web interface.
If someone from the project could enlighten me, it would be much appreciated.

However, as far as I'm aware, there are certain restrictions to the usage of vortaro.net, as this was the agreement with SAT, the original publishers of NPIV.

I hope that the same will apply to the Lernu dictionary soon. Certainly in the case of the English-Eo-English dictionary at Lernu, it is now significantly different to the original form as taken from "La Vortaro", so I don't see why copyright should be an issue anymore.
