Estis kuŝas?

If you were trying to say, "they were lying on the floor" would it be:

ili kuŝis sur la planko.

or

ili estis kuŝas sur la planko?

The simple past in Esperanto serves multiple functions, one of which is to translate the past continuous of English.

If it is not obvious in context that ili kuŝis sur la planko means they were lying on the floor you can always express it differently. Ili estis kuŝantaj, dum ili kuŝis, mi trovis ilin kuŝantaj, etenditaj sur la planko, kuŝigitaj sur la planko etc.

When the desired meaning is that they got down on the floor and lay out, Esperanto provides the form ekkuŝis.

FYI if you end up in a situation where you have two verbs in a row, and one of them doesn't have the -i form - more than likely, you are wrong. So, two -as forms in a row - in almost every single case you are wrong. -as -as, -as -is, -is -as, etc., these will nearly always be wrong. So if you ever have two verbs and one of them doesn't have -i, start looking for your error.*

* My rule is an oversimplification but for beginners sometimes it's easier to learn an overly simple rule of thumb, then learn details later, than to try to memorize a complicated set of rules and get it wrong a lot of the time. In this particular case, if it's a case where you can put a comma between the verbs, it's more likely to be correct to have two -as verbs in a row - "tiuj kiuj rajtas, iras" - "those who are allowed to, are going"

No, it isn't. As Sudanglo has stated, the simple past would do just fine:

ili kuŝis sur la planko.

If the action was time consuming, then

ili kuŝadis sur la planko

If it was a beginning:

ili ekkuŝis sur la planko.
