I was researching family seals and in one came across the short Latin phrase, "et suavis et fortis." There is no particular subject indicated, so should it be translated as "kaj dolĉa kaj forta" or as "kaj dolĉe kaj forte?"

Grammatically speaking you probably want "kaj dolĉa kaj forta" since "suavis" and "fortis" are (third declension) adjectives in Latin, not adverbs.

The abverbial forms would be "suaviter" and "fortiter".
