I found "eksvirkato" for a neutered cat. So, with that as a template, maybe eksvirhundo/ekshundino?
Can't find the operation though - sentestikigi/senovariigi maybe?

La kastritajn bestojn oni nomas per la pref. eksvir (eksvirkato ktp), krom se ekzistas aparta nomo por la virbesto (eksstalono, ekstaŭro ks).
It follows that [eks + name of animal + ino] should be understood by readers already familiar with eks- being used to convey the idea of castration.

The same word could be used for both castrating males and spaying females, since the effect is the same although the actual operation varies.

Bemused:I would suggest neuterigi, "to make neuter"I don't know about that. neuter- isn't in the PIV, ReVo or Lernu! dictionary. There is the root neŭtr- but it's only referenced as meaning neuter in genus, not in sexus.
