Which one is correct to describe the action of ripping a piece of paper

Mi estas dissiras la papero
Mi dissiras la papero

Neither nor.

The verb you are after is "ŝiri" and it's transitive. And if you don't need to emphasize, that you are ripping it right now, you should use the simple present, so:

„Mi (dis)ŝiras la paperon.“

A form like "x-as y-as" is always wrong. So if you want to use te extended form, you have to to use the present participle:

„Mi estas (dis)ŝiranta la paperon.“
