Ok. Well I would say that if you don't speak Esperanto well, then you probably shouldn't offer your opinion on grammar. But I am sure people would be glad to hear your opinion on other topics. The forums in Esperanto are for *polite* discussion of any topic. The forums in other languages (English, Russian, Spanish, etc) are primarily for the discussion of things relating to Esperanto. So if you want to post about your opinion about cats, you should do that in one of the Esperanto forums. If you want to post something about the Esperanto movement, you could do that in any forum, so long as you do it in the language of the forum.

I don't understand what you mean.

But sometimes in this forum, we have a problem where one user is impolite, and another user answers that user impolitely, then they argue about who started it, and usually they both accuse the administrators of favoring the other side.

The solution is to be polite always, and use the "Report" button when you see another user being impolite. If a certain thread has a lot of rudeness back and forth it may be deleted; if a certain thread doesn't even make sense after you delete the rudeness, it may be deleted. Sometimes people understand something as impolite when it is really just expressing a different viewpoint (like someone posting "Dogs are the best" that is on a thread all about cats). An administrator will look at reported messages in the context of the thread and decide what to do. The administrator may do nothing, delete individual messages (not always the ones that were reported, because sometimes another person wrote things that were much worse than what was reported), or delete the whole thread.

And of course all postings must obey the site's Terms of Service. You can't come to the forums and politely express a negative opinion of people of a certain skin color, religion, national origin, sexuality etc. Personal attacks on other users are not ok.

It is usually ok to say negative things about public figures. This means that it's not ok to post "User XYZ is an idiot" but it's ok to post "President ABC is an idiot" or "Actor 123 is an idiot" (However this will probably not lead to a very productive discussion so I personally recommend not posting these things).

A good rule to remember - if you always follow the rules and you are always polite, you can enjoy the site for many years. If you are persistently rude and you break the rules of the site, your account may be deleted. And if your account is deleted because you broke the rules, then new accounts that you create will also be deleted as soon as they are identified. So it's easier just to be polite always, and then you don't have to worry.
